Local Python service that collects Seoul-targeted disaster alerts (재난문자) from official government APIs, deduplicates them in SQLite, and delivers them to authorized operators via Telegram with human-approved templates.

Problem

Disaster SMS alerts need timely monitoring and controlled redistribution — without auto-publishing or silent confirmations.

Core workflow

MOIS SafetyData API → Poll + dedupe (SQLite) → Template engine → Telegram
                                                      ↓
                                            Select → Preview → Confirm

Fallback to 국민안전24 HTML only on primary API hard failure within the same poll cycle.

What is distinctive

  • Human-in-the-loop — no auto-selected templates, no silent publishing
  • Independent operators with separate delivery, commands, and mute state
  • Deterministic YAML templates; optional AI slot fill only on explicit operator action
  • TELEGRAM_SEND_ENABLED=false by default; fail-safe configuration
